Ok so this is pretty weird. First of all watch this.
The interbuts are agreed that this is HL related. It mentions black mesa and it's tagged as half life.The special effects are pretty much too good for this too be amateur, so the consensus is it's valve related. And the shroud of mystery surrounding it reinforces it.

If you check the source you get this piece of cryptic information

In my opinion this is a reference to a new Valve game, possibly like the opposing force for HL2. Either that or it's a really cool ARG. I'll keep you posted.
